Windows 10 Windows dissappear while moving windows around screen

I have a problem since I installed windows 10 every time i go to move a window with the mouse soon as i click on the window to be moved the window completely disappears I move it and let go of the mouse button the window reappears where ever I moved it too.

Is there a way to fix it so that you can see the window as I drag it across the screen.

I know there is cause ive installed this on other machines and it doesn't do that. the only difference is this was upgraded from windows professional and the other computers were upgraded from home.

Is not that an option in Advanced system options (you get there by right clicking on This PC)
from that screen tab Advanced > Performance - Settings > in next screen tab Visual Effects,

I am on a different language, guiding you exactly is almost impossible for me...
