Windows 7 Toshiba a500 Configuring System - Keeps rebooting and repeating

My toshiba a500 laptop isnt working. I tried to set it up tonight but when it got to the Configuring System part, it keep shutting down half way and rebooting. Then starting configuring again... then shutting down etc.

anyone know why this is happening?
