Windows 7 Unable to send email from any program

I cannot send email from any program other than when I am in Outlook 2003. That works fine. When I try to sent a link or page from IE 8 nothing happens. When I try to send anything from either Office 2007 (trial) or office 2003 I get the cannot start email program check your network connection error. I have set my default email program to outlook and still no luck. Thanks for any help.
