it sould be HP (Real Time Measurement AGENT) ... I'm not a fan of HP but I know their software tries to store the data so you can see from a week ago as different to the basic windows which is only NOW.

To the OP... have you tried to start the service manually and it won't kick in?

Not much information to go on. Download process explorer, run it as administrator .Process Explorer
  • Right click the process and select "Check VirusTotal" this should give you a good idea if it's malicious.
