I can almost guarantee there is no such thing. You may be able to run Windows 7 under some virtual environments but it probably won't work with Sun Virtualbox yet. You'd probably have better luck with Virtuozzo or Xen.

It took years for people to build a dos emulator that was reliable and that's infinitely more simple than writing any windows emulator.
